It is a permission issue. First off, only give domain user rights to any one unless needed for the job. On the shared folder, you should be able to specify the rights to that folder for the domain users group. Basically, you want to allow them to add and modify but not delete. I'm not sure that you will be able to keep the owner from deleting though. to set the rights, right-click on the folder and select properties.
